ENVIRONMENTAL ANALYSIS TO ACHIEVE: ENVIRONMENTAL AND PUBLIC HEALTH PROTECTION; REGULATORY COMPLIANCE; AND A BETTER PROPOSED ACTION

James Maughan, CH2M HILL, University of Massachusetts, Lowell and U.S. Department of Transportation

Abstract

Environmental Analysis is a technique arising from the environmental movement of the 1970s to better understand the implications of our actions. Appropriate applicaton of the technique forms the basis for understanding the environmental impacts of a proposed action, selecting an alternative solution with an acceptable level of impact, and designing measures to mitigate impacts. It also provides a mechanism for public input to actions taken by industry and government. Environmental Analysis was successfully used to accomplish the goals and minimize the impacts of the Boston Harbor Clean-up, the reopening of a gold mine in Juno, Alaska, and to regulate the handling of dry cargo on the Great Lakes.
